I think that since there's no way of knowing who has actually evacuated,
or returned, its difficult to get an accurate count when you need it.

So perhaps when an evacuation is necessaey... You can have them "sign
out" when they leave, and then "sign in" when they come back.

This could be done by phone, email, or pen.
